During the Akhilesh government, the SIT has registered six FIRs in the alleged scam in recruitment of 2324 posts in the Cooperative Department. These include Ram Jatan Yadav, the then chairman of the UP Cooperative Institutional Services Board, Omkar Singh Yadav, the then secretary Bhupendra Kumar, Rakesh Kumar Mishra, the then member Santosh Kumar Srivastava, the then MD of UP Cooperative Village Development Bank Narada Yadav, manager Sudhir Kumar and the examiner. Between April 1, 2012 and March 31, 2017, recruitment was held for 2374 posts in seven institutions of the Department of Cooperation. Changed the rules
According to the FIR, for the recruitment of UP Cooperative Village Development Bank (LDB), the then bank officials changed the Employee Service Rules. The investigation found that the then Managing Director for the recruitments made amendments in the Employee Service Rules 1976 and got them approved by the Co-operative Institutional Seva Mandal constituted for the recruits. However, the authority to amend or remodel the employee manual is with the managing committee of the bank. The SIT has already filed an FIR after completing the investigation of rigging in the recruitment of 50 assistant managers in UPCB.
Department has given clean chit
In these recruitments, voices were raised against the rigging in the Akhilesh government itself. However, the department ignored the complaints. After the formation of the BJP government, the government ordered an inquiry into it on the complaint of the then General Secretary of Sahakar Bharti Vinod Tiwari. The recruitments were held to be justified in the investigation conducted by the departmental officer.
